A lot of times this is due to temporary congestion, as we see a lot of users from your region experience issues like this for 24-48 hours at a time then magically they disappear. There is also the issue of peering in that region, unfortunately a lot of ISPs have poor policies regarding that so you actually see better latency going across the pacific than going to a location geographically closer to you. We've tried to talk to a lot of network providers out there (so have our upstreams) to adjust the policies, and while improvements have been made, the situation is still not ideal. Quote
