Can member create MySQL DB's via Cpanel?

Thanks for your help to the last question I posted. I have one other regarding MySQL databases.

Can membes create & delete MySQL databases on our own via Cpanel? I've read that some hosts require that a ticket be opened for the host, themselves, to create the db's.

MySQL management is handled entirely through your cPanel. This includes making of MySQL users their permissions for the databases and such as well.
