Here's the official notification from networking as to the cause of the issues for the Cobra server:

At 01:25 CDT the SoftLayer Network Operations Center received an alert that the frontend switch fcs17.sr03.dal01 was down. Troubleshooting determined that the switch had completely failed and could not be returned to service and a replacement switch was required. The replacement switch was installed and configured return service at approximately 04:05 CDT.
