Can a dedicated IP be added later as an upgrade or does it have to be done when the the account is opened?

Hello, I'm just starting out and want to know if I bought a domain name from someplace like Namecheap or Godaddy, would I have to pay a fee to transfer it here when I open a hosting account? Thanks, Ron
