In CPanel, you can look at the option "PHP Configuration" to give you the PHP configuration settings so you can work accordingly. But you can't change anything there. (Put it this way: if you find a way to change the php.ini file and you're on my server, and my Blog breaks as a result, I'm gonna be mighty annoyed at you ) The better question might be, what are you trying to accomplish exactly? It does not include all settings but it includes the most frequently changed settings.
